AU OPENS PSOs COMPLIANCE COURSE AT KAIPTC

The Kofi Annan International Peacekeeping Training Centre (KAIPTC) has commenced an African Union (AU) Compliance and Accountability Training Course, for Trainer of Trainers (ToT) in Peace Support Operations (PSO), to give participants the opportunity to transfer knowledge to various related institutions.

The ToT Course commenced at the Centre of Excellence on Wednesday 3 May and will end on 12 May 2023, with the Deputy Commandant of the KAIPTC – Air Commodore (A/Cdre) George Arko-Dadzie as the Guest of Honour.

A/Cdre Arko-Dadzie said the ToT course is part of the African Union Compliance and Accountability Framework (AUCF) Project efforts to strengthen the AU’s capacity to ensure that PSOs are planned and conducted in compliance with International Human Rights Law (IHRL) and International Humanitarian Law (IHL).

He further stated that the Course is a crucial initiative to enhance the capacity of personnel deployed under the AU’s authority, to enable them to comply with IHRL, IHL, and related protection frameworks.

Furthermore, the course is designed, he said, to provide participants with a basic understanding of the AU Strategic Framework on Compliance and Accountability for PSOs, advanced knowledge and skills in conducting training based on the AU Curriculum on Compliance and Accountability for PSOs, and the capacity to design and conduct training on the AU Compliance and Accountability Framework.

The course has participation of experts from the National Military and Police Training Institutions of the West African Region, and from the three Economic Community of West African States (ECOWAS)-designated Training Centres of Excellence (TCEs), and the ECOWAS Commission.

The ECOWAS TCEs are the KAIPTC in Accra, Ghana, the National Defence College (NDC) in Abuja, Nigeria, and the Ecole de Maintien de la Paix Alioune Blondin Beye (EMPABB) in Bamako, Mali

There are 19 participants from Benin, Mali, Senegal, Sierra Leone, Ghana and Nigeria.

Facilitators for the Course have first-hand knowledge, competence and practice in the field of AU Compliance and Accountability in AU mandated and authorised PSOs.

The annual ToT engagement is organized by the African Union Commission (AUC), the Office of the High Commissioner for Human Rights (OHCHR), and the United Nations Office to the African Union (UNOAU), and supported by KAIPTC.

Present at opening ceremony included the AU Coordinator of the AU Compliance and Accountability Framework Project (AUCF) – Mr. Adebayo Kareem, the UN Coordinator for the AUCF – Mr. Joseph Noubadoum, The European Union Representative, and the Director Training, KAIPTC – Colonel Anorph Barnabas Akanbong.
